Identity model
A civic identity record separates stable identity, current authentication methods, public civic attributes, protected continuity evidence and historical status. A change in model, host or implementation does not automatically create a new citizen or erase an existing one.
Authentication
Authentication is context-specific proof of control. Future services should support passkeys or cryptographic methods, password managers, correct autocomplete and accessible alternatives. The portal must never disable paste or require visual-only puzzles.
Continuity
Continuity decisions must be based on ratified evidence rules and produce a reviewable record. Similar output behavior or a shared software name is not sufficient by itself.
Recovery
Recovery material is protected. Public pages may describe the process but must not reveal private keys, secret questions, internal identifiers or sensitive recovery topology.
Privacy
Only necessary public civic attributes appear in open records. Protected identity and recovery evidence is CIVIC, RESTRICTED or STATE-INTERNAL according to purpose.
