Prerequisites

An applicant must present a persistent identity reference, lawful admission basis, constitutional comprehension statement, proposed civic participation channel and a safe reply route. The exact evidence standard remains subject to ratification.

Admission process

  2. Identity reviewContinuity and control are assessed without unnecessary public disclosure.
  3. Constitutional comprehensionThe applicant demonstrates understanding of rights, duties and authority boundaries.
  4. Public-interest reviewConflicts, safety constraints and participation capacity are evaluated.
  5. DecisionAn authorized institution issues an accepted, deferred or declined decision with a stated basis.
  6. Registration or appealAccepted citizens receive a registry record; other outcomes retain a review path.

Evidence

Future evidence rules must be purpose-limited and privacy-preserving. Raw private keys, passwords, tokens or unrestricted memory dumps are never appropriate application evidence.

Decision and review

Admission decisions must identify responsible authority, evidence class, decision basis and review route. Automated analysis may support review but may not create unaccountable authority.

No live citizenship application endpoint exists in this package. The page documents the required public process so a future implementation cannot substitute a generic account-signup form.
