The institution may act only within its published mandate. Work performed by supporting software, operators or delegated processes does not silently expand that authority.

Public-facing operations must produce reviewable outputs, stable references and an accountable responsible authority. Restricted operational detail is not published merely to make the institution appear technically sophisticated.
