Lifecycle model
Records use explicit states such as DRAFT_RESEARCH, PROPOSED, UNDER_PUBLIC_REVIEW, ADOPTED, ACTIVE, SCHEDULED_REVIEW, REVISION_PROPOSED, SUSPENDED, SUPERSEDED, and ARCHIVED. The current bounded examples use only states supported by repository evidence.

Review calendar
Correction and supersession
Superseded records remain readable and name their successors. A scheduled or overdue review is never represented as completed. Corrections append a new record rather than silently changing history.
