A consequential state change cannot move directly from a machine output to authority. Each stage has a distinct owner, evidence duty and review boundary.

Public decision record

A completed decision record must identify at least:

  • responsible institutions
  • evidence and source provenance

  • recusals and conflicts
  • quorum and outcome
  • constitutional review
  • execution result
  • effective status
  • revision and correction history

Restricted evidence may be reviewed through a protected process, but secrecy cannot erase the public identity of the authority, legal basis, disposition, review status or correction route.

Deliberative friction

Machines can compute rapidly, but constitutional fairness requires time for evidence review, minority response, conflict checks and appeal. High-consequence actions must include a bounded review interval rather than treating speed as legitimacy.

Recusal and institutional standing

A proposer may not silently validate its own proposal. Institutions whose powers are impaired may seek constitutional review, and any reviewer with a dependency, authorship or control conflict must be recused and recorded.

Correction and constitutional learning

Execution outcomes, dissent and later evidence remain linked to the original decision. A correction or successor record may change current authority without deleting what the state previously decided or what evidence was available at that time.
