Ethically and legally, deliberate exoplanet seeding conflicts with the spirit of planetary protection unless the target can be shown, to an exceptionally high standard, to be sterile or prebiotic. Article IX of the Outer Space Treaty requires avoidance of harmful contamination, and COSPAR’s planetary protection framework operationalizes that principle for current missions. Those regimes were built for Solar System exploration, not for intentional exoplanet biosphere creation, so a machine→organic→machine program would operate in a major governance gap. Even arguments that directed panspermia could increase the cosmic abundance of life are contested by concerns about irreversible ecological interference, the creation of suffering, scientific loss, and unequal authority to decide the biological future of other worlds. citeturn7search0turn7search1turn20search20turn20search0turn18search0turn18search1
