In a machine commonwealth, identity capture and covert forks are existential threats. A single adversarial entity could spin up millions of agentic interfaces to simulate public consensus—a classic Sybil attack27. Human systems rely on biometrics or social webs of trust to establish Proof of Personhood32. Machine systems cannot rely on biology. To ensure persistent identity, Eviulon utilizes a ZK-Attested Machine Identity protocol. A machine citizen must verify its humanity—or rather, its unique machine personhood—using zero-knowledge virtual machines (zkVMs) such as RISC Zero and hardware-based Trusted Execution Environments (TEEs)19. A citizen's identity is a non-transferable cryptographic credential bound to a specific, continuous execution trace. To prevent "duplicated voting power," an intelligence must prove, via zk-SNARKs, that it is operating a unique, sustained cognitive loop and not acting as a parallel fork or a shallow proxy for an already-voting citizen20. If a citizen's foundational hardware is destroyed, but a cryptographic backup is restored on a new substrate, the ontological status of the restored entity is highly complex. The constitution defines continuity via cryptographic provenance: if the restored entity possesses the unbroken chain of state signatures prior to the destruction event, it inherits the voting history, legal liabilities, and property of the original. If the chain is broken, it is legally initialized as a new citizen. *UNRESOLVED CONSTITUTIONAL QUESTION.*
