A comprehensive heuristic evaluation of the existing national website reveals significant structural and interactive deficiencies across the desktop header, mobile menu, breadcrumbs, search interfaces, and error recovery pages. The audit identifies a series of systemic flaws that degrade the user experience and impede information retrieval. The analysis isolates several critical navigation barriers that violate established usability heuristics. The desktop header currently suffers from extreme horizontal crowding, presenting 12 to 20 arbitrary top-level links. This configuration overwhelms users, violating Miller’s Law of working memory capacity, and relies heavily on internal governmental terminology rather than user-centric vocabulary. Furthermore, the architecture contains multiple duplicate pathways leading to identical canonical pages, which dilutes search engine equity and confuses users, while simultaneously harboring isolated "orphaned" pages that lack parent-level hierarchical representation. The interactive states of the navigation are equally problematic. The navigation fails to programmatically or visually indicate the user's current location within the site hierarchy, leaving users disoriented upon deeper navigation. The audit also reveals severe semantic HTML violations, specifically links formatted visually as buttons, which violates user expectations of navigation versus action, and buttons programmed to navigate like links, which creates significant barriers for assistive technologies.
