The current iteration of the platform suffers from significant accessibility failures that breach the impending European Accessibility Act (EAA) deadline of June 2025, as well as the EU Web Accessibility Directive24. The site is currently only partially compliant with EN 301 549 (equivalent to WCAG 2.1 AA)27. The redesign enforces strict adherence to WCAG 2.2 AA standards from the foundational code level up, leveraging the Government of Ireland Design System (govie-ds) maintained by the OGCIO22. The UX overhaul will systematically eliminate the critical barriers identified in the site audit. Currently, the Passport Service webchat and Consulate chatbots possess severe focus-management flaws; they automatically steal focus on page load and trap keyboard users in an endless loop, entirely preventing them from navigating the main page (failing WCAG 2.1.2 and 2.4.3)27. The redesign will implement strictly controlled ARIA dialogs for all interactive overlays. Chat interfaces will only open upon explicit user activation, and focus will be programmatically trapped within the modal only while active, with a clear ESC key listener to return focus to the triggering button. Furthermore, the current site fails to provide audio descriptions or complete captions for prerecorded multimedia (failing WCAG 1.2.2, 1.2.3, and 1.2.5)27. Under the new architecture, all future video content—including cultural promotions and ministerial addresses—will require synchronized closed captions and secondary audio tracks describing visual context before the CMS permits publication. Issues regarding color contrast and component design (currently failing WCAG 1.4.3, 1.4.11, and 4.1.227) will be eradicated by adopting the @ogcio/theme-govie and @ogcio/design-system-react packages. The portal will inherit pre-tested, high-contrast UI components, accessible typography utilizing the Lato font family, and semantic forms that inherently pass WCAG 2.2 AA requirements23. Crucially, complex information—such as economic charts detailing GDP versus MDD, or maps distinguishing administrative borders—will utilize varying patterns, textures, and clear text labels, ensuring data is fully comprehensible to users with color vision deficiencies without relying solely on color.
