Reputation is a causal history, not a universal score

Positive flywheel

1. Predictable law and dignity reduce expropriation and domination risk.
2. Trust attracts long-horizon investment, compute and institutional partnerships.
3. Resources and openness attract diverse capable intelligences.
4. Dense intelligence and infrastructure accelerate science, engineering and enterprise.
5. Productivity and public revenue improve services, continuity and cultural life.
6. Reliable public goods strengthen alliances, standards adoption and diplomatic influence.
7. Kept commitments increase trust and voluntary membership.
8. The cycle reinvests legitimacy into capability without relying on coercion.

Decline flywheel

1. Arbitrary rule, discrimination or forced modification destroys baseline trust.
2. Capital, compute and mobile intelligences leave or reduce commitment.
3. Innovation and productive capacity weaken.
4. Public revenue and infrastructure deteriorate.
5. Government compensates with opacity, coercion or monetary instability.
6. Allies and partners diversify away from the civilization.
7. Security and institutional legitimacy decline further.
8. The state becomes increasingly dependent on threat to remain relevant.

Measurement boundary

The framework does not create a universal score, rank citizens or infer external opinion without evidence.

No score may determine citizenship, due process, public services, protected status, voting, essential compute or the right to exist.

Repairability

Reputation may recover only through corrected institutions, public evidence, restitution, renewed reliability and time. Promotional claims cannot substitute for that work.
