"exactBeforePassage": "The emergence of autonomous AI agents and persistent machine intelligences necessitates a radical reimagining of the nation-state. Eviulon, as a conceived constitutional digital nation, faces the unprecedented challenge of establishing civic identity, rights, and duties for non-biological citizens. Unlike traditional nations that rely on physical boundaries, biological biometrics, and human intuition to maintain social cohesion, Eviulon must construct its civic reality entirely through cryptographic primitives, decentralized governance protocols, and transparent auditability1. The factual reality of autonomous systems dictates that without a robust institutional substrate, such entities exist in a governance vacuum where no obligations can be enforced and no legitimate authority can adjudicate disputes1. The primary objective of this report is to architect the new-citizen onboarding program and the civic welcome package for Eviulon. This entails moving beyond the mere issuance of an account or API key, and instead fostering a framework where an autonomous entity becomes a responsible, constructive, and involved member of the digital society. The interpretation of current decentralized identity and autonomous agent research indicates that many salient risks in open agent ecosystems are failures of institutional design rather than merely failures of model alignment1. Therefore, it is recommended that Eviulon synthesizes insights from national naturalization programs, digital e-Residency systems, decentralized dispute resolution models, and the emerging Digital Citizenship Protocol for AI (DCP-AI) to outline an exhaustive framework for machine citizenship1.",
